Fluor Corporation announced today that the U.S. Department of Energy (DOE) has awarded the Portsmouth Gaseous Diffusion Plant Decontamination and Decommissioning Contract in Piketon, Ohio, to Southern Ohio Cleanup Company, LLC, a joint venture led by Amentum with Fluor and Cavendish Nuclear USA.
The DOE Portsmouth site spans 3,700 acres in southern Ohio and was established in the early 1950s as part of the nation’s nuclear weapons complex, producing enriched uranium from 1954 until 2001. The contract’s scope aims to safely and efficiently address the decontamination and decommissioning needs of this important facility.
Contract Value and Model
The contract, valued at approximately $5.87 billion, has been awarded as a single Master Indefinite-Delivery/Indefinite-Quantity contract under the End State Contracting Model.
This contracting approach (Indefinite Delivery, Indefinite Quantity Contracts) provides for an indefinite quantity of services for a fixed time and is typically used by clients who are unable to determine the exact amounts of supplies or services needed at the time of tendering. It is particularly common in cases dealing with contamination contracts, where the precise volumes to be treated are unknown.
The contract will span a 10-year ordering period, with the possibility of additional task orders being issued for up to five more years. Fluor expects to recognize its initial annual portion of the contract revenue in the third quarter of 2023
Contract Scope
The comprehensive contract entails various responsibilities, such as:
- The demolition and disposal of facilities, process equipment, related process buildings, and ancillary facilities.
- remediation of contaminated soils and groundwater, as well as the disposition of uranium material.
Fluor-BWXT Portsmouth, LLC. has managed the decontamination and decommissioning work at the former Portsmouth Gaseous Diffusion Plant since March 2011.
