Contrecoeur Terminal Constructors General Partnership (CTCGP), a joint venture between Aecon (40%) and Pomerleau (60%), secured a contract with the Montréal Port Authority (“MPA”) for the Contrecœur Terminal Expansion project in-water works.
The agreement, which has early contractor involvement features, encompasses a 12-month development phase focused on finalizing the design, estimating the schedule, and determining the cost of this project phase, all under the Progressive Design-Build approach.
The Contrecœur Terminal Expansion Project - About it
The Contrecœur expansion project was initiated in the late 1980s, and it is Montreal Port Authority’s most ambitious endeavour to date. Over the course of 50 years, the continuous growth in the container market at the Port of Montreal has brought the MPA’s terminals on Montreal Island close to full capacity.
In response to this development, plans for a new container terminal in Contrecœur have been actively underway to accommodate the expanding container market in Quebec and Eastern Canada.
Having progressed through several completed stages, this initiative holds the promise of substantial economic advantages for the South Shore of Montreal, Quebec, and Canada, thereby bolstering the resilience of national logistics chains to benefit consumers.
The strategic integration of the terminal with road and rail networks at the new Contrecœur site is poised to enhance the flow of goods. Operating across both the Island of Montreal and the South Shore, the Port of Montreal seeks to achieve heightened agility and optimize supply chains for increased efficiency.

Contrecœur Terminal Expansion Project - In-Water Works by Aecon-Pomerleau JV
MPA has implemented the progressive design build approach, an early contract involvement contractor initiative, that brings the contractor(s) on board to the project from early days of design development, aiming to work collaboratively.
This commercial is becoming more popular across the construction industry with the view of fostering collaboration between owners and contractors in order to mitigate risks and improve chances of project successfully.
In the first phase, called development phase, the scope of in-water works includes collaborative development of design works for dredging, construction of dock infrastructure, quay walls, return walls, and auxiliary works, which is expected to be complete within the next 12 months.
Upon the completion of the development phase, the MPA aims to proceed to the next phase (construction) and award the dock construction and dredging project works based on its procurement processes, presenting an updated implementation schedule.
Contrecœur Terminal Expansion Project - Other Initiatives by MPA
Simultaneously to this project, planning for the land-based works is underway. By the summer of 2024, the MPA will launch an international request for proposals to select a private partner for the land side component of the terminal (container yard, buildings, public utilities, and rail connection).
This private partner will operate and maintain the terminal under a DBFOM Public Private Partnership contract (design, build, finance, operate, and maintain) approach.
MPA confirmed that is also actively developing compensation plans, follow-up programs, and mitigation measures, aiming to meet the conditions of the favorable decision statement received for the project. Once finalized, these plans and programs are submitted to the Impact Assessment Agency of Canada (IAAC) and subsequently shared with the public following established procedures.
