The Lane Construction Corporation has secured a $110 million design-bid-build project in Hampton City, Virginia, to finalize the “Newport News Segment” along Interstate 64 (I-64) from west of Denbigh Boulevard in Newport News to east of LaSalle Avenue (exit 265) in Hampton.
The new contract follows closely on the heels of Lane Construction’s recent acquisition of a $299 million project in Florida to widen the Seminole Expressway/SR 417.

The Newport News segment is a vital component of the broader I-64 Hampton Roads Express Lanes (HREL) project, aimed at enhancing travel options and reliability along one of Virginia’s major interstate highways.
The project involves widening and reconfiguring I-64 to accommodate an Express Lane in each direction. Over 10.2 miles of the corridor, stretching from Bland Boulevard to the I-664 interchange (exit 264), the existing high occupancy vehicles (HOV) lanes will be transformed into Express Lanes alongside the three existing general-purpose lanes.
Additionally, for the remaining 1.3 miles between the I-664 interchange and Armistead Avenue, one general-purpose lane will be converted into an Express Lane in each direction alongside the two free general-purpose lanes.
The scope of work also includes the replacement of two bridges and rehabilitation of six others, in addition to installing overhead signage and tolling gantries.

The Virginia Department of Transportation (VDoT) awarded the $110 million contract through a traditional design-bid-build approach, which is also known as Construction-Only Contracts. This method involves distinct entities for designing, bidding, and construction, ensuring a comprehensive construction process.

According to VDoT, the construction phase is set to start in spring, aiming for completion by spring 2027, and motorists should expect lane closures, reduced lanes, and traffic shifts, leading to narrower lanes along the corridor.
Daytime shoulder closures are already ongoing for geotechnical work. Temporary barriers will be set up this spring for initial lane reductions and traffic shifts, likely until 2025
