GE Vernova has secured an order to supply five 7H-Class gas turbines—three 7HA.03 units and two 7HA.02 units—for the Qurayyah Independent Power Plant (IPP) Expansion Project in Saudi Arabia’s Eastern Province. The equipment will be provided under an Engineering, Procurement and Construction (EPC) contract awarded to a 50-50 joint venture between Técnicas Reunidas and Orascom Construction.
The Qurayyah IPP Expansion Project is part of Saudi Arabia’s strategic initiatives to increase natural gas usage in power generation and transition towards cleaner energy sources. With a combined capacity of 3 gigawatts, the plant will play a crucial role in enhancing the reliability and flexibility of the national grid, supporting economic growth, and providing a platform for potential future carbon capture integration.
Project Background – Qurayyah IPP Expansion
The Qurayyah IPP Expansion Project is a 3-gigawatt (GW) combined cycle gas-fired power plant designed to bolster electricity production capacity and enhance operational efficiency in the Kingdom. The plant is being developed with readiness to integrate a carbon capture unit in the future, supporting Saudi Arabia’s goal of generating half of its electricity from natural gas by 2030 and achieving net-zero greenhouse gas emissions by 2060.
In February 2025, Hajr Two Electricity Co.—a company jointly owned by ACWA Power, the Saudi Electricity Company (SEC), and Haji Abdullah Alireza & Co. Ltd—signed a Power Purchase Agreement (PPA) with the Saudi Power Procurement Company (SPPC). The PPA secures long-term offtake of the plant’s generated electricity, providing revenue certainty and underpinning the project’s financial viability.

The EPC contract awarded to Técnicas Reunidas and Orascom Construction—structured as a 50-50 joint venture—consolidates engineering, procurement, and construction under a single point of responsibility. This approach shifts delivery risks, including cost, schedule, and performance, to the contractors, streamlining project execution and accountability.
GE Vernova’s scope of supply includes five advanced gas turbines—three 7HA.03 units and two 7HA.02 units—known for their high efficiency and operational flexibility. “QIPP project is evidence of Saudi Arabia’s strong belief in the future of gas as it emits less CO₂ and other pollutants than oil-fueled power plants,” said Joseph Anis, President & CEO of GE Vernova’s Gas Power business in Europe, Middle East & Africa.
He also underscored the importance of collaboration with Técnicas Reunidas and Orascom Construction in delivering proven combined cycle technology and integrating carbon capture solutions.

GE Vernova has been a longstanding contributor to Saudi Arabia’s power infrastructure for nearly 90 years, supporting economic diversification, localization of manufacturing, and workforce development in line with Saudi Vision 2030. Today, GE Vernova employs approximately 850 people in the Kingdom and operates key facilities such as the Khobar Integration Facility for grid solutions and the GE Manufacturing and Technology Center (GEMTEC) in Dammam.
These facilities support equipment manufacturing, repair services, and digital monitoring of power generation assets, reflecting GE Vernova’s ongoing commitment to advancing Saudi Arabia’s energy sector.
