Fluor Joint Venture Secures FEED Contract for Second Phase of LNG Canada Project in British Columbia

Fluor Corporation, alongside its joint venture partners, has been awarded the front-end engineering and design (FEED) contract for the proposed second phase expansion of the LNG Canada facility in British Columbia. This contract marks a significant milestone in the project’s development, reinforcing the collaborative approach between the client and contractors to manage project risks and streamline execution.

The FEED scope encompasses detailed engineering, design development, and cost estimation activities necessary to advance the project toward a final investment decision. The second phase aims to increase liquefied natural gas production capacity, aligning with evolving market demands and reinforcing Canada’s role in the global LNG supply chain.

LNG Canada - First Phase

The first phase of LNG Canada established a world-scale liquefied natural gas export facility near Kitimat, British Columbia. The facility comprises two liquefaction trains, each with a capacity of 7 million tonnes per annum (MTPA), totaling an annual capacity of 14 MTPA. This phase also involved the construction of associated infrastructure, including storage tanks, marine loading terminals, and utilities.

Delivered under an engineering, procurement, and construction (EPC) contract structure, the project was executed by the JGC Fluor BC LNG Joint Venture (JFJV), a partnership between Fluor Corporation and JGC Corporation. This model provided a single point of accountability, with clearly defined scope, cost, and schedule obligations, effectively managing risks associated with construction complexities and remote location logistics.

LNG Canada - The Second Phase Expansion

The proposed second phase expansion seeks to double the facility’s production capacity by adding an additional liquefaction train and related infrastructure. 

This expansion includes upstream natural gas processing enhancements, expanded storage and loading facilities, and associated utilities and offsite works. The expansion is designed to meet growing international demand, particularly in Asian markets, and support Canada’s strategic energy export objectives.

Key project challenges include managing complex logistics in a remote location, adhering to stringent environmental regulations, and ensuring integration with existing operations without significant downtime. The FEED contract will focus on refining technical designs and establishing a comprehensive cost and schedule framework to support the final investment decision.

The Fluor-JCG JV

The FEED contract for the second phase of LNG Canada has been awarded to the Fluor-JGC joint venture, a strategic partnership between Fluor Corporation and JGC Corporation. Both companies previously served as the engineering, procurement, and construction (EPC) contractors for the project’s first phase, successfully delivering a world-scale LNG facility under a fixed-price, schedule-driven agreement and can leverage their significant project knowledge. 

This collaboration combines Fluor’s extensive global experience in managing large-scale LNG and heavy industrial projects with JGC’s specialized expertise in LNG process technology and engineering. Together, they offer a comprehensive skill set that supports effective risk management, precise technical execution, and efficient resource optimization—critical for delivering complex infrastructure projects.

Front-End Engineering and Design (FEED) represents a pivotal stage for projects like LNG Canada, providing a detailed and robust foundation to refine the project scope, develop accurate cost estimates, and identify key risks. These deliverables are essential to enable a well-informed final investment decision (FID). Following FID, it is anticipated that the joint venture will receive the formal notice to proceed with construction activities.
