Technip Energies has secured a major Engineering, Procurement and Construction (EPC) contract from Commonwealth LNG for the development of a new 9.3 MTPA liquefied natural gas (LNG) export facility in Cameron Parish, Louisiana. The project forms part of a broader wave of U.S. Gulf Coast LNG developments aimed at expanding North American export capacity to meet long-term global demand.
Technip Energies will execute full EPC delivery of the facility under a lump-sum contract, following completion of early engagement and FEED work undertaken in prior phases
Commonwealth LNG export terminal - Project Overview
Located on the west bank of the Calcasieu Ship Channel in Cameron Parish, Louisiana, the Commonwealth LNG export terminal has been designed as a highly modular, low-cost facility with a total export capacity of 9.3 million tonnes per annum (MTPA) of LNG.
The project will be delivered in a single phase featuring (further details on the video below – courtesy of commonwealthlng.com) :
Six 1.3 MTPA liquefaction trains, fully modularised and prefabricated offsite
Two 40,000 m³ full-containment LNG storage tanks, configured for efficient modular construction
Marine infrastructure capable of accommodating LNG carriers up to 216,000 m³, with a 650-metre ship berth and turning basin
Pipeline interconnections to major gas supply networks, including the Kinetica and TETCO systems
The terminal design promotes a fast-track delivery and lower construction cost approach, utilising prefabricated process modules, gravity-based storage tank foundations, and a simplified site layout. Once operational, Commonwealth LNG will be capable of loading up to 2 LNG carriers per week, targeting first LNG in 2028–2029, subject to timely completion of EPC works and financial close.
Commonwealth LNG is one of several next-wave U.S. LNG export projects progressing toward Final Investment Decision (FID), supported by long-term offtake agreements with commercial buyers across Asia and Europe. Earlier this year, Woodside announced it reached Final Investment Decision for another major LNG Development in Louisiana.
The facility will bolster U.S. LNG export volumes and contribute to global energy security at a time of heightened demand. For Technip Energies, the award strengthens its position as a leading EPC contractor in global LNG infrastructure, building upon its track record at projects such as Yamal LNG, Coral South FLNG, and Arctic LNG 2.
EPC Contract Structure and Delivery Model
Technip Energies’ scope covers complete EPC delivery, including detailed design, procurement of major equipment, module fabrication oversight, on-site construction, and commissioning. The award follows extensive early-contractor-involvement (ECI) and front-end engineering and design (FEED) work, enabling a seamless transition into execution and de-risking early stage engineering.
The EPC contracts are typically structured as a lump-sum turnkey agreement, transferring cost- and schedule-risk to EPC Contractors while ensuring fixed pricing clarity for the project sponsors.
