The Queensland Government’s Logan and Gold Coast (LGC) Faster Rail project has taken a significant step forward with the awarding of a key design and pre-construction contract. Delivered by the ActivUs Alliance—comprising ACCIONA, CPB Contractors, UGL, SMEC, and WSP—the project aims to enhance rail services between Brisbane and the Gold Coast by increasing capacity, improving accessibility, and future-proofing the network for the state’s growing population.
Backed by the Queensland Department of Transport and Main Roads and Queensland Rail, this initiative reflects the government’s commitment to sustainable infrastructure and transport solutions that support long-term economic and social development.
Contract Details: Alliance Delivery Model and Scope of Works
The project will be being delivered under an Alliance contracting model, a collaborative approach that promotes risk sharing, integrated project teams, and transparent decision-making. This model is increasingly used for complex, large-scale infrastructure developments where flexibility, early contractor involvement, and innovation are key to successful outcomes.
The ActivUs Alliance partners will work collectively with government agencies to progress design and planning activities, supported by further site investigations to de-risk delivery and reduce future disruption.

ActivUs Alliance - Scope of Works
Track duplication: Expansion from two to four rail tracks between Kuraby and Beenleigh, including all civil works and civil structures
Station upgrades: Improved accessibility at key stations, along with park ‘n’ ride, kiss ‘n’ ride, and bus stop enhancements
Level crossing removals: To enhance safety and operational efficiency
Rail systems and signalling: Upgrades to conventional systems and enabling works for the implementation of the European Train Control System (ETCS)
Road network improvements: Modifications to local roads and better walking and cycling links across the 20-kilometre corridor
Integration with existing infrastructure: Seamless connection into the existing rail network and with adjacent construction packages
Local Capability and Technical Expertise
Each member of the Alliance brings a strong local presence and extensive infrastructure experience. David Balmer, ACCIONA Queensland Regional Director, highlighted the team’s track record:
“ACCIONA’s highly skilled local team will draw on experience in delivering complex infrastructure projects, in particular a wealth of knowledge and experience in elevated station structures as well as precast concrete solutions and complex geotechnical conditions. Our team focuses on delivery that is safe, certain and minimises disruption to customers and the surrounding community.”
CPB Contractors Managing Director Jason Spears echoed a similar sentiment:
“CPB Contractors’ highly skilled local team will draw on our decades of experience delivering complex and city-shaping infrastructure… to build this game-changing infrastructure and support Queensland’s growing population and thriving tourism industry.”
UGL Managing Director Doug Moss added:
“UGL is a leader in the Australian transport sector with proven capabilities in large infrastructure construction, including complex mechanical and electrical installations… which will support population growth in the area and help the region to prepare for the historic Brisbane Olympics in 2032.”
Logan and Gold Coast Faster Rail - Program Details and Status
The Logan and Gold Coast Faster Rail (LGC) project is progressing through a staged delivery strategy, with multiple contracts already awarded and various works underway. The program aims to enhance connectivity, increase network capacity, and prepare the transport corridor ahead of the Brisbane 2032 Olympic and Paralympic Games (more on the project on the video below).
Among the planned upgrades and construction works, the project includes:
Accessibility upgrades to nine stations between Kuraby and Beenleigh, including Kuraby, Trinder Park, Woodridge, Kingston, Loganlea, Bethania, Edens Landing, Holmview, and Beenleigh.
Doubling of the Gold Coast rail line’s capacity by expanding the corridor from two to four tracks, improving service frequency and reducing waiting times.
Construction of approximately 20 kilometres of new track and rail systems between Kuraby and Beenleigh.
Improved integration with surrounding areas via dedicated active transport infrastructure, such as pedestrian and cycling paths along the corridor.
Intersection upgrades and level crossing removals at key points including Kuraby, Woodridge, Bethania, Holmview, and Beenleigh, which are expected to enhance traffic flow and reduce peak-hour congestion.
Installation of new train signalling technology between Salisbury and Varsity Lakes, supporting the transition to more modern and efficient rail operations.
Extension of the existing cattle siding at Holmview.
The Queensland Department of Transport and Main Roads has awarded key contracts under the LGC program. A $173.76 million package to relocate Loganlea Station has been awarded to the Martinus and Degnan Joint Venture, moving the station opposite Logan Hospital and closer to key services, including Loganlea TAFE and the local high school. The revised design includes an at-grade park ‘n’ ride, and the current station will remain operational during construction.
The first of five level crossing removals has been awarded to the Bielby Hull Joint Venture, which will design and construct a new road-over-rail bridge at Beenleigh Road, Kuraby, improving local access and safety.
These early works reflect the government’s commitment to enhancing rail capacity, safety, and connectivity ahead of Brisbane 2032.
