The government of São Paulo confirmed that it will hold the auction for the North Axis Intercity Train, which will connect São Paulo to Campinas on 29th February 2024.

The system aims to enhance mobility across São Paulo, Jundiaí, and Campinas, spanning 101 km. With an average speed of 95 km/h and a maximum of 140 km/h, it marks Brazil’s inaugural medium-speed train.  This will be the first project to be auctioned by the State in 2024, with a forecast of 13 tenders for concessions, privatizations, and partnerships throughout the year.

PPP Auctions in Brazil

In Brazil, Public-Private Partnerships (PPPs) are procured through a competitive auction process. The government initiates the process by defining the project and its requirements.

Subsequently, interested private entities submit bids in response to a public expression of interest (EOI), which enables bidders to proceed to the auction phase. In a concession PPP, the winner is the bidder who offers the lowest amount for the right to build and operate the asset for a pre-established time.

Sao Paulo-Campinas Intercity Train PPP

The Intercity Train between Sao Paulo and Campinas will be delivered through a Public-Private Partnership (PPP) with a projected investment of R$ 13.5 billion.  Encompassing an express service connecting the capital to the municipality of Campinas with three stations, the initiative also involves:

  •  The implementation of the metropolitan Train between Campinas and Jundiaí, and 
  • The concession of Line 7-Rubi of the São Paulo Metropolitan Trains Company (CPTM)

This comprehensive system aims to improve and extend mobility between the metropolitan regions of São Paulo, Jundiaí, and Campinas, covering a distance of 101 km.  The average speed will reach 95 km/h, and the vehicles operating on the new line can achieve a maximum speed of 140 km/h. This will be the country’s first medium-speed train.
