HOCHTIEF clinched a substantial Public-Private Partnership (PPP) contract valued in the mid-three-digit million range. The client is the Hessian State Office for Construction and Real Estate (LBIH), and the company is set to undertake the expansion of the prestigious Frankfurt Main Judiciary Center.

HOCHTIEF will be responsible for delivering new buildings spanning 38,500 square meters by mid-2027. Additionally, the company will be in charge of asset operations for the following 30 years.

Renowned as one of Germany’s paramount judicial hubs, the Konstablerwache location in Frankfurt holds major significance, extending beyond Hesse’s borders. The state is channelling substantial investments into its judiciary infrastructure.

The Konstablerwache hub in Frankfurt is a significant reference in Germany’s legal landscape, extending its influence beyond Hesse State’s borders. The local government is investing in upgrades to the existing infrastructure, hiring personnel, and using new technologies.

A central component of the development of the judicial centre is the construction of two new buildings. Hochtief will deliver the two new buildings under a PPP scheme, which are set to accommodate the public prosecutor’s office, the attorney general’s office, and the higher regional court.

Sandra Arendt, responsible for the public infrastructure sector at HOCHTIEF PPP Solutions GmbH, and Thomas Platte, Director of the State Agency for Construction and Real Estate in Hessen, signed the contract for the public-private partnership (PPP) for the construction of two new buildings for the judicial center at Konstablerwache in Frankfurt am Main in Wiesbaden.

Frankfurt am Main Judiciary Center PPP – Project Background

The Public-Private Partnership (PPP) model, commonly seen in projects like the Frankfurt Judiciary Centre, involves a collaboration between public and private entities. In this contract, Hochtief will assume a multifaceted role — handling design, financing, construction, and long-term operation for the new judicial facilities.

The new buildings are set to accommodate crucial entities like the public prosecutor’s office, the attorney general’s office, the higher regional court, and the district court.

Expected to wrap up by mid-2027, the construction phase is just the beginning. Hochtief’s commitment extends beyond completion, with a 30-year obligation to operate and maintain these assets, signifying a long-term investment in functionality and sustainability.

The focus on sustainability is prominent in this project – the intention is to achieve the highest standards. To this extent, large-scale photovoltaic systems will adorn the roofs, generating renewable energy. Also, district heating and modern heating and cooling infrastructures will enhance the buildings’ efficiency, optimising energy consumption.

We additionally take over operation and keep the objects in good condition.“
