ACCIONA and Eiffage to Deliver Madrid’s New Formula 1 Urban Circuit

Madrid is set to join the exclusive list of cities hosting a Formula 1 Grand Prix with the development of a new urban circuit in the northeast of the Spanish capital. IFEMA MADRID has awarded the construction contract for the circuit—dubbed Madring—to a consortium led by ACCIONA (60%) and Eiffage Construcción (40%). The contract, originally tendered at €111 million, was ultimately secured for €83.2 million.

Contract Details

The project, which is expected to commence in April 2025 and be completed by May 2026, will deliver a Grade 1 International Automobile Federation (FIA) circuit. Designed to integrate with existing public roads, the 5.4-kilometre-long track includes 4.1 km of internal IFEMA land and 1.3 km of urban roads. The first race is slated for September 2026, which leaves very limited margin for potential construction delays.

The consortium will be responsible for the full cycle of project implementation, including the construction, assembly, and later dismantling of all temporary structures required for the event. This also includes the restoration of public roads used during the race, ensuring minimal disruption to daily traffic and IFEMA’s operations.

Permanent infrastructure works will begin immediately, while temporary installations will be assembled closer to the event date. New access roads will be constructed, and existing infrastructure adapted to support both the sporting event and routine city logistics

Building with Sustainability in Mind

Sustainability is at the core of the Madring project. The consortium aims to minimize the project’s environmental impact through a series of integrated measures:

  • Material reuse: Approximately 700,000 m³ of soil from clearings and excavations will be reused. Sixty percent will be reintroduced into the project itself, while the remainder will be stored for future use.

  • Low-emission fuels: Construction machinery and vehicles will be powered using HVO (Hydrotreated Vegetable Oil), a renewable biofuel that reduces CO₂ emissions by up to 90% compared to fossil diesel.

  • Green pavement technology: Bituminous surfaces will receive a photocatalytic treatment to help mitigate pollutant emissions generated by race vehicles.

  • Urban drainage solutions: A Sustainable Urban Drainage System (SUDS) will be implemented, including a separate sanitation network that promotes the natural infiltration of rainwater, helping to recharge the local aquifer.

  • Environmental rehabilitation: The project will transplant 351 existing trees and 1,757 m² of hedges. Additionally, 5,803 new plants will be introduced across the area.

  • Noise control: Sound-absorbing mobile screens covering 4,259 m² will be installed in noise-sensitive areas, such as Avenida de Dublín and the Valdebebas precinct.

Proven Technical Capabilities

Both ACCIONA and Eiffage Construcción bring a solid track record in complex infrastructure delivery—particularly in the field of motorsports, which is extremely important in a project with tight deadlines and commercial risks (i.e. liquidated damages) as this one. 

ACCIONA previously delivered the Motorland Aragón circuit in Alcañiz (Teruel), a venue capable of hosting top-tier motor racing and motorcycle events. The company was also responsible for constructing the Nokian Tyres Test Centre in Santa Cruz de la Zarza (Toledo), a high-specification testing facility for one of Scandinavia’s leading tyre manufacturers.

Eiffage Construcción, part of a major European construction group, has been active in Spain for over five decades. Known for its vertically integrated operations—from material supply to full infrastructure delivery—the company has extensive experience in motorsport-related projects.

Notable references include resurfacing the Jerez circuit for the 2009 MotoGP Grand Prix and executing the asphalting works for Spain’s third-largest circuit in Carmona (Seville). Eiffage also operates the country’s most modern and sustainable asphalt plant, located just 12 kilometres from the Madring site.
