Infrastructure Ontario and Metrolinx have chosen Trillium Guideway Partners (TGP), a Joint Venture between Acciona and Amico, to undertake the Ontario Line Elevated Guideway and Stations contract.
The team has entered into a Development and Master Construction Agreement (DMCA) with Metrolinx, operating under a progressive design-build contract, which is a form of early contractor involvement.
This segment encompasses 3 kilometres of elevated guideways and includes the construction of five above-ground stations. Once all construction sections are finished, the new Ontario Line will span 15.6 kilometres with a total of 15 stations.
Ontario Line - Elevated Guideway and Stations – Contracting Approach
The Ontario Line project is being delivered through various public-private partnerships (P3), progressive design-build, and traditional procurement contracts, which are all being staged accordingly for successful delivery.
For the Elevated Guideway and Stations contract package, Metrolinx is implementing the Development and Master Construction Agreement (DMCA), which incorporates a multi-stage design process called a development phase, according to the progressive design-build model.
Similarly to an early contractor involvement (ECI) contract, the first phase, called the development phase, allows for a collaborative approach between Metrolinx as the project owner and TGP as the contracting partner, who work together to finalize the scope, risk allocation and pricing of various elements of this contract.

Once the development phase has concluded, Metrolinx will have the option to sign a final target-price agreement with TGP, including final agreements on detailed designs and a negotiated price.
Ontario Line - Elevated Guideway and Stations – DMCA Details and Scope of work
The scope of work encompasses:
- Three kilometres of elevated guideway, including bridge structures, and
- The construction of five elevated stations: Riverside-Leslieville, Gerrard, Thorncliffe Park, Flemingdon Park, and Science Centre.
Additionally, the project includes constructing one emergency exit building, interfaces with the operations and maintenance storage facility, connections with the Eglinton Crosstown LRT Line 5, and sections within the existing Metrolinx-owned rail corridor where Ontario Line trains will operate.
The development phase is expected to last up to 20 months, with the possibility of commencing early works construction during this period.

The Trillium Guideway Partners (TGP) team was chosen after evaluating proposals submitted in September 2023. The selection of TGP resulted from an open, fair, and competitive procurement process, which was monitored by a third-party fairness monitor.
