Following the recent appointment of the preferred contractor and financial close for the CHEO Integrated Treatment Centre (1Door4Care) in Ottawa, Infrastructure Ontario closed the proposal request (RFP) stage for another hospital in the city.
The RFP close marks a crucial step forward for The Ottawa Hospital – Civic Campus Redevelopment Project. This ambitious initiative aims to create a cutting-edge acute care academic hospital that trains the future healthcare workforce and facilitates groundbreaking research.
As one of Canada’s largest and most advanced teaching hospitals, it will feature a trauma centre serving Eastern Ontario, and it will play a pivotal role in delivering healthcare to a broad and diverse region encompassing Ottawa, Eastern Ontario, Western Quebec, and Nunavut.
The Ottawa Hospital (TOH) – Civic Campus Redevelopment Project – Project Details
The Ottawa Hospital’s Civic Campus Redevelopment Project is a significant undertaking that encompasses the construction of a cutting-edge TOH Civic campus in Ottawa.
Primarily focused on servicing patients from Eastern Ontario, Western Quebec, and Nunavut, the new facility is set to become one of Canada’s most extensive and modern teaching hospitals.
It will enable TOH to deliver highly specialized emergency and trauma services to treat intricate injuries and illnesses. The new hospital will also house a comprehensive array of specialized services, programs, and outpatient clinics dedicated to addressing the most complex injuries and illnesses.
The key features of The Ottawa Hospital’s Civic Campus Redevelopment Project includes:
- Inpatient Capacity: The new facility will have a substantial inpatient capacity, offering 641 beds. Among these, nearly 100 beds will be dedicated to critical care.
- State-of-the-Art Trauma Centre: The hospital is poised to house one of the most advanced trauma centres in Eastern Ontario.
- Education Integration: The project design will seamlessly integrate education, ensuring patients benefit from the most advanced and innovative technologies and therapies. This will foster a dynamic learning environment for healthcare professionals.
- Enhanced Patient Accommodations: A patient-centric model will be adopted, featuring one-patient rooms, each with its own bedroom and bathroom. This approach enhances infection prevention and control, provides greater privacy, and facilitates improved rest and recovery.
- Sustainable and Accessible Site: The hospital will be in a transit-oriented location, promoting easy access for pedestrians and cyclists. The site will also incorporate green spaces, contributing to a more sustainable and health-focused condition.
The Ottawa Hospital (TOH) – Civic Campus Redevelopment Project – Progressive Procurement Strategy
The Ottawa Hospital’s Civic Campus Redevelopment Project is using an innovative, progressive public-private partnership (P3) approach developed by Infrastructure Ontario.
The “Progressive” procurement strategy is designed to foster high collaboration between the project owner and its chosen contracting partner, in line with the principles of the early contractor involvement framework (click here to read more on it).
In ECI agreements, contractors are involved in the project much earlier (development phase) and leverage their expertise to support the development of concept design and construction documents, as well as with risk allocation and initiate commercial discussions (Refer to the picture below for a comparison between an ECI and Traditional Procurement).
Similarly, under PPP procurement progressive approach developed by IO, rather than immediately locking in a final fixed price for the PPP contract, both parties work together during a Development Phase to refine project requirements, design, pricing and risk allocation upon selecting the preferred tenderer through a competitive procurement process.
After the fixed prices are confirmed and agreed upon, the Development Partner is responsible for securing private financing, including both debt and equity, as applicable.
Typically, commercial and financial coincide with the conclusion of the Development Phase, when the Public Private Partnership agreement is executed.
The Ottawa Hospital (TOH) – Civic Campus Redevelopment Project – Next Steps
In the coming months, Infrastructure Ontario (IO) and The Ottawa Hospital (TOH) will assess the submitted Request for Proposal (RFP) and proceed to establish a Development Phase Agreement with the selected Development Partner.
The announcement of the Development Partner is anticipated in early 2024, with project construction slated to commence after the Development Phase. Coordinating this project involves the collaborative efforts of IO, TOH, and the Ministry of Health.
