EllisDon-PCL JV sign the Development Phase Agreement for the Ottawa Hospital PPP

The EllisDon-PCL Joint Venture partners have entered into a Development Phase Agreement (DPA) with Infrastructure Ontario (IO) and The Ottawa Hospital (TOH) to construct a new state-of-the-art hospital in Ottawa.

The Ottawa Hospital Build Partners (EllisDon-PCL JV) will be responsible for constructing one of Canada’s largest and most modern trauma centres equipped with advanced clinical care facilities and educational spaces. This hospital represents the most significant healthcare infrastructure project in Ottawa’s history, spanning over 2 million square feet.

Development Phase Agreement (DPA) for the new Ottawa Hospital – Progressive P3 Approach

The design and construction of this new hospital campus are being carried out through a progressive public-private partnership (P3) approach, emphasizing collaborative development among all involved partners.

The progressive P3 is a procurement strategy structured to promote extensive collaboration between Infrastructure Ontario and the Joint Venture, aligning with the principles of the early contractor involvement (ECI) framework.

In ECI agreements, contractors engage in the project at an earlier stage, specifically during the development phase (See below). They utilize their expertise to contribute to the development of concept design and construction documents, participate in risk allocation discussions, and initiate commercial negotiations.

The Ottawa Hospital Build Partners will maintain ongoing collaboration with The Ottawa Hospital (TOH), Infrastructure Ontario (IO), and the Ministry of Health to conclude the design, pricing, schedule, risk parameters, and project specifications for the new hospital.

Upon fulfilling these requirements and successfully completing the development phase, the Joint Venture will proceed to enter into a fixed-price P3 Project Agreement with TOH, encompassing the responsibilities of designing, building, financing, and maintaining the project.
