ACCIONA Secures D&C Contract for Lumsden Point Development in Western Australia

ACCIONA has been selected by Pilbara Ports Authority to undertake the design and construction of two land-backed wharves, forming a critical component of the Lumsden Point development in the Pilbara region of Western Australia.

These new wharves will enable the export of essential minerals, such as lithium and copper concentrates, and the import of renewable energy infrastructure, including wind turbines and blades. Additionally, the development will support the expansion of direct shipping services to the Pilbara, meeting the growing demand for advanced port facilities.

Pilbara Ports and the Role of Lumsden Point

Pilbara Ports is a key operational hub for Australia’s mining industry, particularly renowned for iron ore exports. The authority manages major ports such as Port Hedland and Dampier, which rank among the largest bulk export ports globally. These facilities are integral to transporting iron ore, liquefied natural gas (LNG), and other critical commodities, playing a pivotal role in international supply chains.

As part of its vision, Pilbara Ports is advancing the development of a multi-user facility and logistics hub at Lumsden Point, located within the Port of Port Hedland (see video below). The project scope includes:

  • Dredging channel access and turning basins.
  • Constructing two multi-user berths.
  • Building a central access road and service corridor connecting to the Great Northern Highway.

This expansion is expected to position Port Hedland as a leader in supporting future green industries. It will also accelerate Western Australia’s transition to renewable energy, unlock trade and investment opportunities, and create hundreds of new jobs.

Lumsden Point - Contracted Works

Konecranes has also been brought on board to supply and install two high-tech mobile harbour cranes, adding another layer of capability to the Lumsden Point project. These cranes are designed to handle heavy and oversized materials with precision, making them an essential part of ensuring smooth operations at the new facility. Their advanced design reflects the project’s forward-thinking approach to supporting growing industrial and renewable energy needs.

While the financial details haven’t been disclosed, ACCIONA’s work will be carried out under a design and construct (D&C) contract. This arrangement means ACCIONA is responsible for both the design and construction of the project, taking on significant risks that would otherwise fall to Pilbara Ports. It’s a setup that’s commonly used for large-scale infrastructure projects, helping streamline delivery while ensuring a high standard of accountability and quality.

Pilbara Ports and the Role of Lumsden Point

The project is backed by significant government investment. The Commonwealth Government has allocated $565 million to support port upgrades in the Pilbara, while the Western Australian Government has committed an additional $96.6 million.

Infrastructure Australia has identified the expansion of Pilbara Ports as a national infrastructure priority. The Lumsden Point development is strategically aligned with Federal and WA Government initiatives, including:

  • Pilbara Hydrogen Hub.
  • Critical Minerals Strategy 2022.
  • Recycling Modernisation Fund.

Western Australian Government Strategies:

  • Western Australian Climate Policy – Advancing clean energy projects.
  • Renewable Hydrogen Strategy – Promoting renewable energy and hydrogen hubs.
  • Future Battery and Critical Minerals Industries Strategy – Supporting lithium and copper developments.
  • State Infrastructure Strategy – Enhancing direct shipping capabilities in the north.
  • Diversify WA: Future State – Creating jobs, diversifying the economy, and attracting investment.
