Saipem awarded FEED Contract with Sonatrach for Algerian Phosphate Project

Saipem has been awarded a Front-End Engineering Design (FEED) contract by Algeria’s national oil company, Sonatrach, for its Phosphate Integrated Project. The award was made under a competitive dual-FEED process, where Saipem and another engineering firm will each develop full design proposals.

The project aims to establish a fully integrated phosphate-to-fertilizer value chain, encompassing mining infrastructure at Bled El Hadba, processing and ancillary units at Oued Keberit, port upgrades in Annaba, and a dedicated railway connection. Sonatrach will evaluate the competing FEED packages and select the most technically and economically viable solution before issuing the notice to proceed to the chosen EPC contractor.

Phosphate Integrated Project - Details

The Phosphate Integrated Project is a large-scale industrial development aimed at establishing Algeria’s first end-to-end phosphate and fertilizer production chain. Once completed, the facility will support the extraction of approximately 10 million tonnes of raw phosphate annually and produce up to 6 million tonnes of finished fertilizer products.

 The development spans multiple sites and includes:

  • Mining operations at Bled El Hadba in the Tebessa region, where raw phosphate will be extracted.

  • Processing and fertilizer production units at Oued Keberit in Souk Ahras Province, designed to convert raw materials into market-ready products.

  • Port infrastructure upgrades at Annaba to support bulk export of fertilizers and related materials.

  • A new railway line, which will connect the mine and processing plant to the port, integrating logistics across the full value chain.

The integrated scope reflects a strategic move by Sonatrach to develop downstream capabilities and reduce reliance on raw material exports. By combining upstream extraction with midstream processing and downstream export infrastructure, the project is intended to enhance Algeria’s position in the global fertilizer market while contributing to broader industrial diversification objectives.

What Is Phosphate Used For and Why Is It Important?

Phosphate is a critical mineral primarily used in the production of fertilizers that support global agriculture. It provides essential nutrients like phosphorus, which promote healthy plant growth and increase crop yields. Beyond fertilizers, phosphate compounds are used in animal feed, food additives, detergents, and various industrial applications.

Its importance lies in sustaining food production for a growing global population, making phosphate mining and processing vital to food security and agricultural sustainability worldwide.

Saipem's FEED Contract Scope

Saipem’s role in the Phosphate Integrated Project involves delivering a comprehensive front-end engineering design that consolidates technical planning, cost estimation, and execution strategy across the entire value chain.

Awarded under a competitive dual-FEED model, the contract requires Saipem to develop a fully detailed concept and execution framework. This FEED work will support Sonatrach’s final investment decision (FID) by providing a robust technical and economic basis for the project. Following the FEED evaluations, Sonatrach will select the preferred contractor and issue the Notice to Proceed (NTP) to initiate the engineering, procurement, and construction (EPC) phase.

Saipem’s FEED scope includes:

  • Integrated engineering studies covering mining, processing, logistics, and export facilities

  • Interface management between multiple project sites and disciplines

  • Preliminary designs for civil, mechanical, electrical, and utility systems

  • Environmental and permitting assessments

  • Capital expenditure estimates and project scheduling

Typically, the FEED phase aims to reduce execution risk by ensuring design maturity and alignment of all project components. Saipem’s extensive experience in Algeria and multidisciplinary expertise positions the company as a strong candidate for the upcoming EPC contract award.

This contract marks a strategic milestone for both parties. For Sonatrach, it signals entry into integrated industrial development and economic diversification. For Saipem, it reaffirms the company’s strength in delivering major integrated infrastructure projects in Algeria—a market it has served since 1968—enhancing its credentials in fertilizer and mining sectors
