Parsons Appointed Project Management Consultant for Dubai Metro Blue Line

The Roads and Transport Authority (RTA) of Dubai has appointed Parsons Corporation as the Project Management Consultant (PMC) for the Dubai Metro Blue Line. The five-year contract covers full lifecycle consultancy services for a major urban rail development that is expected to begin operations in 2029.

The Blue Line will form a key part of Dubai’s D33 Economic Agenda, which aims to transform the Emirate into one of the world’s fastest and most connected cities by 2033. Parsons’ engagement includes design review, procurement support, construction supervision, testing and commissioning oversight, and handover management—effectively overseeing all critical phases of delivery.

Dubai Metro Blue Line – Project Details

The Dubai Metro Blue Line will extend 30 kilometres, incorporating 14 new stations, and is designed to improve connectivity across high-density growth areas including Mirdif, Dubai Silicon Oasis, Dubai Creek Harbour, and Dubai Festival City. Once operational, the line is projected to carry up to 320,000 passengers per day, forming a key component of Dubai’s 2040 Urban Master Plan focused on sustainable mobility and public transport integration (more details on the video below – courtesy of RTA).

 The corridor will help alleviate pressure on existing east-west transport links, creating a multimodal spine that complements the Red and Green Metro Lines. Technical details, including the alignment’s interface with operational systems, station design complexity, and systems integration requirements, will be clarified as the design advances under PMC oversight.

Parsons' Project Management Role

Parsons brings extensive experience in program management and rail delivery, having previously supported RTA on the Red and Green Metro Lines, the Route 2020 extension, and over 100 highway and bridge projects across the Emirate.

Under the new consultancy contract, Parsons will be responsible for:

  • Project controls and governance

  • Interface management across disciplines and with existing infrastructure

  • Design review and risk assessment

  • Procurement strategy and tendering support

  • Construction supervision and contractor coordination

  • Oversight of testing, commissioning, and final handover

The appointment further consolidates Dubai’s approach to phased, consultant-led project delivery, particularly for metro expansions where long-term capacity and system resilience are paramount.

Given the Blue Line’s anticipated integration with the city’s broader transit and ITS networks, early interface planning, systems engineering, and stakeholder coordination will be central to risk mitigation and cost control.

Leadership comments

Commenting on the appointment, Pierre Santoni, President of Infrastructure EMEA at Parsons, stated:

Malek Ramadan Mishmish, Director of Rail Planning and Project Development at RTA, added:

“We are pleased to appoint Parsons as the project management consultant for the Dubai Metro Blue Line, particularly given the company’s extensive and proven experience in delivering projects awarded by the RTA since its establishment in Dubai.”
