Fluor secures FEL contract for Nuclear Project in Texas with X‑Energy

Fluor has signed a contract with X‑energy to deliver Front‑End Loading Stage 2 (FEL‑2) services for an advanced nuclear project at Dow’s Seadrift Operations in Texas. The award formalises early‑stage delivery planning for a proposed multi‑unit small modular reactor (SMR) facility intended to supply power and steam to a large industrial site.

The contract matters because FEL‑2 is the phase where Owners conduct another round of feasibility studies with additional details, including a risk review, identification of key resources/equipment to be implemented, further definition of project requirements and restrictions, and a detailed review of the initial cost estimate, before proceeding to FEL-3 and completing FEED studies.

Upon completion of FEED, a Final Investment Decision (FID) is expected, whereby Fluor might potentially be engaged as an EPC Contractor for the project. 

The New SMRs at Dow’s Seadrift Site - Details

Dow is a major global materials science company, and its Seadrift Operations in Texas is one of its largest manufacturing sites, producing a wide range of basic chemicals and specialty products that require continuous, high‑temperature process heat. That type of demand profile makes the site a strong candidate for advanced nuclear supply, especially where uninterrupted steam and electricity are critical for production stability.

The proposed facility would deploy four 80‑megawatt SMR units using X‑energy’s Xe‑100 high‑temperature gas‑cooled reactor design. The intent is to provide long‑duration, carbon‑free electricity and industrial steam, positioning the project as both a decarbonisation initiative and a reliability investment. It also places the project in a category of industrial‑integrated nuclear builds rather than standalone utility projects.

This kind of on‑site nuclear integration is part of a broader shift toward smaller, modular deployments rather than traditional gigawatt‑scale nuclear projects. That shift is visible in projects such as GE Vernova‑Hitachi’s BWRX‑300 approval for the Darlington project and the early procurement path for Oklo’s Aurora powerhouse. The trend suggests industrial users are increasingly seeking firm, site‑adjacent energy supply rather than relying solely on off‑site grid decarbonisation.

FEL 2 - Stage - Fluor's contract Scope

FEL‑2 sits between conceptual planning and full FEED and is primarily aimed at de‑risking the project by refining scope definition, establishing preliminary execution strategy, updating cost and schedule estimates, and confirming key design and delivery assumptions. In practical terms, this phase is often where project‑level risk is converted into scoped work packages and delivery constraints.

For owners, this phase is critical because it improves confidence that the project can reach FID with a bankable scope and risk profile. It also sets the foundation for financial and commercial close and issuing a notice to proceed for downstream delivery once the project is fully sanctioned.

The contract value for Fluor’s FEL‑2 scope has not been disclosed.

Nuclear Energy Outlook

The award reinforces the expanding pipeline of SMR and advanced nuclear projects globally. Recent examples include Fluor’s Phase 2 FEED contract for RoPower Nuclear,  Bechtel’s first contracts for Poland’s first nuclear plant,  and the ongoing development of Sizewell C Nuclear Plant in the UK.

This signals growing confidence in the nuclear energy market and points to a potential wave of new nuclear projects over the next few years, particularly where governments are seeking firm capacity that can sit alongside renewables.

This is relevant because rising power demand from data centres, AI infrastructure, and industrial electrification is pushing owners toward firm, long‑duration supply sources that intermittent renewables alone cannot always provide. Advanced nuclear is increasingly positioned as a strategic complement to renewables, especially for markets that need both reliability and deep decarbonisation.
